An Expert in the Field of Public Administration

Mauricio Olavarría Gambi

Is a public administrator of University of Chile and a doctor in public policies of the University of Maryland at Collage Park, at present is an academic of University of Santiago de Chile.  He’s an important expert of the public administration.  He’s collaboration in the field has been very recognizable. His research, publications and teaching are focused on Public Policies, Poverty, Inequality and Crime. He wrote some books of the field and a lot of articles in international journals, he contributes to the definition of public problems saying that are an unmet needs that can be solved by the action of public organisms.  One of his arguments most used for the study of public administration is that we only find public problems when there’s an objective lack in society and when actors with power qualify the situation as a public problem. Also he characterized the public problems:  1) are interdependence of different problems 2) there’s subjectivity in the identification of the problem 3) and that the problems are dynamics.
